Mumbai’s civic body prioritizes infrastructure, healthcare, education, and sustainability.

The Brihanmumbai Municipal Corporation (BMC), India’s wealthiest civic body, has presented its largest-ever budget of ₹74,427 crore for the financial year 2025-26. Under the administration of BMC Commissioner Bhushan Gagrani, the budget reflects a ₹7,410 crore increase in revenue compared to the previous year, emphasizing urban infrastructure, public health, education, and environmental sustainability.

Infrastructure and Road Concretization

Mumbai’s ongoing concretization project, aimed at preventing road clogging and waterlogging during monsoons, will be monitored by IIT Mumbai. The project is set for completion by May 31, 2025.

Healthcare Initiatives

In a move to strengthen public health, 10% of the budget is allocated to healthcare services. A major initiative under this plan is the Aarogya Seva Aaply Dari scheme, which will introduce door-to-door health check-ups across Mumbai.

The King Edward Memorial (KEM) Hospital, marking its centenary year, will receive funding for a new Centenary Tower, further enhancing its medical infrastructure.

Education Sector Developments

BMC operates 470 school buildings, with 45 currently under upgradation a process expected to be completed by March 2025, while 36 additional schools are scheduled for upgrades by 2026.

Out of 7,934 classrooms, 3,814 have been digitalized, marking a significant leap toward modernized education. Additionally, BMC has issued appointment letters to 622 new teachers, strengthening Mumbai’s public education system.

Waste Management and Sustainability

BMC continues its aggressive push toward waste processing and land reclamation. As of December 31, 2025, approximately 40.93 lakh metric tons of legacy waste have been processed and disposed of. A further 18.37 lakh metric tons will be handled between January and March 2025, with another 10.7 lakh metric tons scheduled for 2025-26.

In collaboration with Mahanagar Gas Limited (MGL), BMC has signed an MoU to set up a Bio-CNG plant at Deonar Dumping Ground, capable of processing 1,000 TPD MSW.

Plans are also in place to convert Kanjurmarg Dumping Ground into a waste-to-energy facilityand reclaim the Mulund Dumping Ground. A total of 70 lakh metric tons of legacy waste is expected to be cleared by June 2025, reclaiming 24 hectares of land.

New Exotic Zoo Project

Adding to Mumbai’s recreational spaces, BMC has announced the creation of an exotic zoo on a 10-acre plot next to the Veermata Jijabai Bhosale Botanical Udyan. The zoo is expected to feature giraffes, zebras, white lions, jaguars, and other exotic species, enhancing Mumbai’s biodiversity experience.

Financial Assistance to BEST

BMC remains committed to public transport improvements, having allocated ₹11,304.59 crore to the Brihanmumbai Electric Supply and Transport (BEST) Undertaking from 2012-13 to January 2025.

For 2025-26, a grant of ₹1,000 crore has been earmarked for BEST, along with an additional ₹992 crore sanctioned by the 15th Finance Commission for the purchase of electric buses. Of this, ₹493.38 crore has already been disbursed.

Environmental and Urban Upgrades

BMC has introduced multiple initiatives to tackle dust pollution, including the installation of 100 battery-operated suction machines across all 24 city wards.

In an effort to reduce industrial pollution, the civic body has also mandated bakeries across Mumbai to transition from firewood to CNG fuel.

Additionally, BMC has promoted urban farming, implementing organic gardens in 100 BMC-run schools to educate students on sustainable agricultural practices.

Public Involvement in Budget Planning

This year’s budget was prepared considering citizen feedback, with the highest number of public suggestions focused on improving BEST bus services.

With a capital expenditure of ₹43,166 crore (58% of the total budget) and a record ₹26,355.74 crore dedicated to infrastructure, Mumbai’s 2025-26 budget reflects a robust strategy to modernize the city, ensuring sustainable and inclusive growth for its residents.
